  6. Dual-identity transponder spoofing creates ghost profiles invisible to standard tracking.
WHY IT WORKS
  • Plausible deniability: "We're a flight school. We conduct training flights."
  • Scale: 103 aircraft means individual anomalous flights are lost in the noise.
  • Legitimacy: the fleet is genuinely used for training — making surveillance indistinguishable.
  • Geography: CAU operates in Bakersfield, exactly where the targets are.
  • Budget: flight schools have legitimate reasons to fly daily, covering operational cost.

N237TH suffered an engine failure in April 2026. Maintenance links to CAU's program, which has NTSB-cited deficiencies dating to 2017 — a paper trail of institutional negligence that may extend to operational oversight.
