Co-window definition. A "co-window" is one distinct clock-minute in which a KCSO-registered aircraft and a shell-owned aircraft were both observed over Kern County. Co-windows are evidence of temporal coincidence, not proof of a joint operation — that determination requires flight-path overlap, which we treat separately in the surveillance matrix.
